Seale War Memorial Working Group - members required

Would you like to put your name forward for inclusion on the Seale & Sands Parish Council War Memorial Working Group?

If so, please let the Clerk clerk@saspc.info know by the 14th May so your name can be added to the list for selection at our meeting on the 19th May.

The terms of reference are as below:

Terms of Reference: Seale & Sands Parish Council War Memorial Working Group

1. Objective


To oversee, maintain, and promote the Seale War Memorial, ensuring it remains a fitting tribute to those commemorated, and to advise the Parish Council on all matters relating to its upkeep, improvement, and community engagement

2. Membership

The Working Group shall consist of Parish Councillors and may include non-councillor residents with relevant interest or expertise, appointed at the Annual Meeting of the Parish Council or a subsequent full council meeting

The Chair will be a Parish Councillor, appointed by the Parish Council.

The quorum for meetings will be three members.


3. Meetings

The Working Group will meet at least quarterly, or as required.

Meetings will be scheduled in advance and minuted.

All members are expected to adhere to the Parish Council’s Code of Conduct and standing orders


4. Responsibilities

Monitor the condition of the War Memorial and its surroundings, recommending maintenance, repairs, or improvements as needed

Support remembrance events and other appropriate commemorations.

Liaise with relevant authorities, local groups, and the wider community to promote the memorial’s significance.

Ensure compliance with health & safety and risk assessment requirements for all activities and events

Prepare and submit reports and recommendations to the Parish Council for approval; the Working Group has no delegated spending or decision-making powers

Advise the Parish Council on funding opportunities, grants, or partnerships for the memorial’s upkeep and enhancement.


5. Finance

The Working Group cannot commit or spend Parish Council funds directly; all financial matters must be referred to the Parish Council for approval

The Working Group may recommend a budget or funding needs as part of the Parish Council’s annual financial planning.


6. Reporting

The Chair (or a nominated member) will provide written or verbal updates at each Parish Council meeting.


7. Review

These Terms of Reference will be reviewed annually at the Annual Meeting of the Parish Council or as required.


Notes:

The Working Group serves in an advisory capacity only. All decisions and expenditure must be approved by the full Parish Council

Members are expected to act in the best interests of the Seale & Sands community and the memory of those commemorated by the War Memorial.
